Executive Order for Torture?

Here's a chilling report from the ACLU. Was there an executive order that told the US military to torture and inhumanely treat captives? Perhaps there was and the scandal at Abu Graib goes all the way up to Dubbya.

Second terms have rarely kind to presidents since Vietname. Maybe this will be Bush's Watergate, Iran Contra or Monica Lewinski...
